Based on what I can see, Lem's divine power derives from his charisma stat (CHA +1), and the divine roll in this case is a non-combat check (the Spectre is fought via either a Wisdom/Divine or a Combat roll), so the Troubadour can be used in this case, as Lem's roll is literally a non-combat charisma check.
