The heal over time doesn't work for me

Description: The lvl 3 druid spell Returning Storm does not begin casting. NPC druid (Hiravias) simply begins idling when assigned to cast this spell. Steps to Recreate: Enter combat, select a Druid with access to lvl 3 spells, cast Returning Storm

Description: The lvl 1 priest spell, Withdraw, is properly making its target inmune, but is not healing them over time as the description says. This is on my NPC priest, Durance. Steps to Recreate: Enter combat, allow a party member to take damage, cast the spell on the wounded party member.
