Superb armor enchant

Hey guys, I found this armor, and unfortunately with how the enchantment system works. It's currently not possible to make it exceptional and then improve it later on. To make it superb, the recipe needs the item "adra dragon scale". Now without any spoilers. Is this an item that can be readily found somewhere or should I just craft exceptional on it and enjoy the game?
