well i searched everywhere in there at first too, finished the storyline and all other bountys and thought "mh maybe now" and then bounty was there.... maybe you need to finish the other ones first before she spawns?

You can find her on the way to the backentrance, might be that you have to finish Eders Story in that area beforehand.
