Disregard. I guess the town open up again later on. Thought it was a bug.

I finally got around to doing this quest after the Duc is killed and I cannot get back into Defiance Bay to turn the quest in. If it is something that I should have done before, then I don't know what to do because I picked it up right after the Duc was killed on the way out of the palace.
