Just continue on with the quest and go retrieve the module from the crashed ship, after that head back to Amber Heights and Zora would be waiting downstairs in the building where Graham is and she'd talk to you about overthrowing Graham.

My game crashes when I tried to enter the main floor. A work around was to bypass the main floor and exit through the dungeon sewers. You can enter the dungeons from the sanctuary using the stairs to the far east end.
