Arcana does not "increase the power level of scrolls"

When leveling up, the Arcana tooltip says "in combat it can be used to increase the power level of scrolls". It doesn't seem to increase the power level of scrolls (unless there's some mechanism I didn't notice). What it does do is increase the level of spell that can be cast.
