Bug: Unable to forcibly recharge card in Brigadoom scenario with Bandit

• What platform are you on? PC
  
• What version of the OS are you running? Windows 10

Gameplay

• Is pass & play on?  Is permadeath on? No, No
  
• Tutorial, Story Mode, or Quest Mode? (If not quest mode, did you recently enter it?) - Quest or Story mode, I guess?
  
• Characters in Party 4 - Merisiel Standard, Lini Wild, Seelah Formal, Ezren Standard
  
• Location of each character  - Lini and Ezren - Farmhouse, encountered villain. Merisiel and Seelah in Waterfront. Seelah attempting to temporarily close Waterfront after villain encountered in Farmhouse
  
• Turn Order Merisiel, Lini, Seelah, Ezren
  
• Scenario & Scenario Difficulty.  If on non-normal difficulties, which wildcard powers are in play? Brigadoom, normal
  
• What card was encountered when the issue occurred? (Or check, or card just played, etc) - encountered Bandit, which forces a recharge. Seelah has four cards in hand, four remaining in deck. When attempt to recharge any of the four cards in hand (Cure, Longsword, Mace or Blessing of the Gods), Select Recharge (E) button. The X to cancel becomes active, the accept choice is grayed out. Can't do anything. 
  
• Did the issue occur on the first explore or a subsequent explore?  If subsequent, what card did you last encounter?  What was its resolution? (IE, you just encountered an enchanter and failed the check, and on an additional explore you ran into a blessing of the gods but didn't auto acquire it) - See above - this issue is with encountered a Summoned Bandit to temporarily close the location and do the forced recharge. The remaining four locations in the scenario are all permanently closed besides the Farmhouse (where the Villain was encountered) and the Waterfront, where the bug is occurring. 
  
• Did other characters aid the check?  What did they use to aid it? - No aid used
  
• Was the encounter a Horde? (Skeleton Horde, Goblin Raid, Zombie Nest, Zombie Horde, Garrison Location Power w/ multiple characters, Henchmen encounter in Black Fang w/ multiple characters) - no
