Trouble transferring from ipad to iphone

So, my ipad is broken (the screen, so I'm still able to very carefully operate it), so I've downloaded the game onto my iphone, with both logged into Gamecenter and asmodee (same itunes account).  They show the same account name/#, and the same PFID, but none of my progress or purchases (RotR bundle) are appearing on my phone.  Is this a bug, or are purchases forever locked to the device they were made on (even if it's broken/lost)?

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
