I was attempting to complete Rimeskull on legendary mode I had two locations left and when I closed I cou,d not to move to an open location because they were not in an adjacent location.

Oh, nice! Sounds like you need to ensure that you either travel together (risky!) or you split in two groups moving in opposite directions (slightly less risky, but still risky). I can't think of any other approach that guarantees that you'll always be able to move to an open location.
