Cannot advance with Merisiel

I just won Rimeskull with Merisiel, Valeros, and and the cleric. The game takes me to a place to advance the 3 characters. I can advance Valeros and the cleric but there are no options to advance Merisiel. She looks to have the small number of basic options and they are all already taken. So I cannot move forward in the adventure. Any Workaround?

Same issue with Harsk, who also only has the basic advance options, not an elite class. That seems to be the problem.
