I can't scroll the experienced characters but can on the new characters in Party management screen. If I select story and build a new party I can scroll it. Disband the first party and formed new party now it's all good.

Tutorial, Story Mode, or Quest Mode? (If not quest mode, did you recently enter it?) No pass and play, no permadeath I have entered quest mode

I've always found all the scollable content incredibly awkward to use - in particular the character scroller for party creation and the card scroller that's used at the end of the scenario. Half the time nothing happens when I drag to slide.
