Two games in a row I've been unable to move to the Mountain Pass from the Academy which is the only adjacent location.

 

(Deck 4, Scenario 3, Legendary Difficulty, Story mode)

Figured it out, the connection is from the Temple to the Mountain Pass and the Academy just happens to be layed out precisely on top of the line between them making the line ambiguous visually.
