Bug on main quest on Caed nua

[ROM1944]

After talking to the steward in caed nua i cant go down to the dungeon the stair icon wont appear and im stuck now with no possibility to finish the watcher quest. this is the screenshot for reference.

im trying to attach the save file but it says that im not permited to upload.
