Game doesn't run in real full screen mode

I'm unable to play in real full screen. It doesn't matter if the Full Screen option is ticked or not, the game still runs in Borderless window mode. Also, the in-game max frame doesn't work for me (I suspect this has to do with the game not running at full screen).

 

I'm currently using the 3.04 beta patch, but this issue, as far as I can recall (I played the game a little last year but then abandoned for a long time) has always been present for me. I can confirm that it did happen in 3.03 because I actually updated to the beta to see if it was solved.

 

How can I fix this?

 

My current rig is this:

Windows 10 Anniversary Edition 64-bit

Intel Core i7 4990

EVGA Nvidia 980 GTX TI (with latest 373.06 driver)

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
