I know that there's a known issue with GL failing to offer to Bury if you miss your check by 1 (while working if you miss by 2), but I had a situation where the GL triggered in the off-turn character's hand. So Seelah was able to play the GL on Merisiel's turn! The text says "discard this card to add 2 to your check", which means it only works on the current character's turn. You can see in the screenie that it's actually Merisiel who is the Active Player.
