June 14, 20169 yr I've tried restarting the scenario numerous times and completely shutting the game down and reopening it but it still won't work.
June 14, 20169 yr Battle at the Dam, EVERYONE starts at the Dam. That's part of the Scenario rules. Further, you can't move everyone AWAY from the dam until it's closed (which is to say, the last person there has to STAY there until someone else comes back, or the dam is permanently closed), AND you can't temp-close the dam.
