I've tried restarting the scenario numerous times and completely shutting the game down and reopening it but it still won't work.

Battle at the Dam, EVERYONE starts at the Dam.  That's part of the Scenario rules.  Further, you can't move everyone AWAY from the dam until it's closed (which is to say, the last person there has to STAY there until someone else comes back, or the dam is permanently closed), AND you can't temp-close the dam.

Ok but it still doesn't give me the option to drag the characters to it, nor does it have a blue arrow to proceed.

Well, that's weird.  Mine get dragged there automagically and I can't change anything.

I definitely agree. Do you kill the app process in Settings after you exit the app, too?  (Grasping at straws, here.)

Yeah I did. Then I did a complete restart... and now it works. Go figure. Who knows what the issue was. Thanks for your help da_mayor, much appreciated :)
