The "Here Comes the Flood" scenario has a bug which means you can't swipe the first location card of the turn; you have to tap it instead to put it in play.

If the Collapsed Ceiling enters play and isn't countered, on the next turn you can't do anything with it. You can't swipe it, and tapping on it only brings up the magnified view, with no prompt to do anything with the actual card.
