I finished the first nontutorial mission and somehow ended the mission without enough item (icon looks like a potion for this card type) cards to meet minimum requirements and go to the next mission. This persists after closing the app and restarting, is there a solution other than reinstalling?

This is either not a bug, or a known bug.  If you have too few items, and you've otherwise got all your character decks to the correct number of each type of boon, you should the green "move on" arrow on the right should light up.  If you hit it, you should see the deck-arranging screen again, but this time, all the basics should appear on the bottom.  You should be able to pick basic Items until your deck is of the appropriate size.

 

If you know all that, and the green arrow thingy isn't lighting up, I think that that's a known bug and is being investigated.  Providing a screen shot, if you can, would probably help.
