Can't seem to get more than 30 fps!

So, I have been playing Pillars for a while now. I was running it on a laptop but then I got a desktop and have proceeded to run it on that. I can't seem to get any more than 30 fps on it. Please help! I know it can work. here are my specs:

 

Processor Intel® Core i5-3570K CPU @ 3.40GHz Video Card 1 NVIDIA GeForce GTX 680 Video Card 2 Intel® HD Graphics 4000 Memory 16 GB Operating System Microsoft Windows 7 Ultimate Edition Service Pack 1 (build 7601), 64-bit

 

I have more than what is needed to run this well and all my other games work just fine.

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
