Windowed display only shows black and white boxes

I was playing PoE and decided to mess with the resolution settings. When I did, this happened:

I tried re-opening it, updating my graphics card driver, restarting my computer several times, uninstalling and reinstalling through steam (which is a pain with my download speeds). Still opens to this. I can hear the music and even hear the menu buttons working. Just can't see any of it.

 

More specifically, I was playing with the game set to Fullscreen 1920x1080. Changed it to Windowed, no problems. Then I picked a random size on the list, think it was 1600x1200, and hit apply. That is when it spazzed out on me. Is there a way to change the resolution without running the game?

(PS I tried to look through the forums as best I could to see if this problem had an existing work around, if there is, I missed it.)
