Reintroduce multiple traps, but limit duration and number.
Increase duration between trap cycles (traps disappear almost as quickly as they are established, forcing party members to move and draw disengagment attacks. This would change effectiveness from 0 to 1, but I'll take something over nothing).
Increase AoE of trap (right now it is limited to the party members' selection circle, so enemies engaged toe-to-toe won't trigger it).
Change nature of effect from trap to party member aura (at the end of the day, this is almost the same thing as #3. Eliminate the need for party members to move is the objective).

I think we're right on the grey line of whether or not this counts as a bug.
