[2.03] Returning Storm/Relentless Storm effects swapped?

Returning Storm (level 3 druid spell) does more than twice the damage and has twice the duration as Relentless Storm (level 5 druid spell).

 

Relentless Storm casts a little quicker and has +10 Accuracy to both effects though.

 

Am I missing something or is this a bug?

Update: as per usual, I did a forum search before I posted. Saw a lot of references to a casting bug that got fixed in a previous patch, but somehow missed this (2nd page maybe?). Please disregard :)
