Is it intended to be able to pre combat setup the cipher's pain link on a full party before a pull? Feels pretty cheese

Well I'll be darned. If I'd known this, I might have taken that power. BTW Tactical Meld also works as a pre-combat buff, where your focus refills within about a second.
