Once Uscgrim unleashes the Flesh Golems and starts the riot, the Wichts never spawn on the map (even though the door to their cell was open). However, they did spawn after climbing upstairs, completing the quest, and then going back down again.
Another small thing, the "patient screaming in panic" audio track is playing in the background (on the lower floor) even after dealing with the situation, which kinda breaks the immersion.
