In Aedelway Bridge, if you approach Justicar Forgant and ask him about the Temple of Woedica, he'll direct you to First Fires. If you turn around and ask the unnamed Justicar beside him the same question, the quest Never Far from the Queen will update with the following entry:

I've asked around and learned that the temple can be found in a district called First Fires.
Is Forgant's dialog entry missing a pointer or is there a conditional stating that you must ask multiple people before the update appears?
