I was doing this quest and I chose the option to lie to get Rinatto to leave.  Right after doing that I went into the inn next to him and he was in the bar.  When I spoke to him this happened:

I think its a bug because nothing attacked me and he claimed to be leaving Twin Elms.

 

I have a save as well but, its 5.2mb so I cannot attach with the current message board restrictions.
