Steps to reproduce

 

Change monitors from 16:9 (or 16:10) to a 4:3 monitor (CRT preferable)

 

Run Pillars of Eternity, without changing the resolution beforehand

 

Game detects previous monitor settings but changes to desktop resolution in game without acknowledging so in the settings.

 

Exit the game

 

Plug in new monitor / restart PC / etc

 

Run Pillars of Eternity

 

and you get to where I am in the video:

Configure browser push notifications
