If The Dragon Thrashed, The Dragon Wailed is in the first position of a chant, it does nothing. The chanter's chant count doesn't advance until the 2nd phrase is used. The Dragon Thrashed, The Dragon Wailed will work on subsequent rounds (i.e. if it's the 2nd, 3rd, etc phrase).
I'll try to do some additional poking in the backer beta to see if other phrases do this too, but thought I would pass this along ASAP.
Step to reproduce:
Build a chant with The Dragon Thrashed, The Dragon Wailed as the first phrase, then use a level 1 phrase for the second. Activate that chant and enter combat. Notice that no foe AoE is applied and that the chant count doesn't advance until the 2nd phrase is started.
EDIT: Ok, if the content of the backer beta is any indication, this same problem exists for at least two of the level 3 phrases.
