I bought the reing (+1 res and+2 con) and bracers (+1 con and +2 might) in Admeth house and I only get +2 constitution when I equip both. If I equip only 1 of them, I get the right amount of constitution. Is this a known bug? Is my Rogue capped at 12 con?

Not a bug; bonuses from the same general category don't stack.  Take a look at your character sheet and you'll see the lower effect listed as suppressed.
