I didn't talk to Eder until after I had already defeated Raedric and put Kolsc on the throne. There are no hanging villagers, but Eder goes on about hanging villagers and how Raedric will kill him.
I tried uploading a screenshot and my savestates, but they won't upload.
I did successfully reproduce the issue by loading my last autosave though.
