On new game, game crashes within seconds of start

Been trying to start a new game since my old one got broken. 

 

No matter what I do, game crashes within seconds of loading in. Sometimes before I even have control of my character. If I do get control of the character I have about 3 seconds max before game crashes. 

 

Every time.

 

Tried playing with tons of settings, verifying files on steam, etc etc.

 

Any fixes for this?

Configure browser push notifications
