i came finally down to level 8. I read on a guide, that i can talk to the Fampir at the throne but i can t understand him at all and he only attacks.

 

Must i have another race to understand him or even talk to him? Or do i something else wrong? Kana told me that he speaks another language but i dont  understand it :/.

It's better to kill him since you will get a nice heavy armor as a reward.

To talk to him you need to have progressed sufficiently far in the main quest. I believe you need to have done the mainline quest at Heritage Hill, if memory serves.
