Force of Anguish not pushing monsters out of the way

As the title says this monk ability is not working as stated by the tooltip: "Target bumps others out of the way and bounces off hard surfaces".  

 

Every time i use it and the main target hits another monster, its movement stops immediately and does NOT push the others out of the way.

 

Anyone else experiencing this or am I just crazy?
