Playing a fighter, If I arrange so that I recruit Eder when I'm still level 2 and he is thus level 2 he has the same number of abilities and talents, if I recruit him when he is at level 3 he has one more ability/talent than the PC Fighter. He gains the defender modal ability and the ruffian weapon set focus.
I don't have saves actually, because I decided to start over, but I'd previously noticed this on another play through of the early game so I could reproduce it if needed.
How to reproduce: avoid side quests on the way to gilded vale so you are level 2. Recruit Eder, observe correct number of talents/abilities. Load a save prior to recruiting him, backtrack and finish quests so that you and he will be level 3. Recruit and observe how he gained an ability and a talent when the PC fighter only gains one.
