That's the question. Does it do anything at all? And if not, is there a console/cheat command to learn an additional spell?

I asked the same question earlier. It doesn't appear to work at all.

 

That said, I wouldn't go out of my way to replace it. It'll probably get patched, and even if not, Mental Binding is the only must-have 2nd-level spell IMO. If it does get patched and does what I think they mean, it'll be very good in boss fights.

It still doesn't appear to do anything in 1.0.6. I finally made a bug report here.
