After retrieving the recorder in the PTA problem mission I returned to the community center and was not able to talk to randy marsh. The A button shows up for the talk action but when I push A it disappears for a second and then comes back. I am wearing all of the goth clothes before talking and have made sure I have the recorder quest item but it still does not work. I have also tried restarting the game save, and clearing out the cache but still have no luck. 

I had this same problem, but 'fixed' it. Basically, change into your goth clothes BEFORE entering the goth hideout, then it will let you talk to them and have the cutscene.
