If mod support is not already planned then it should at least be a stretch goal because it does take time and money to make modding tools, who else agrees?

Of course they should, it greatly improves the longevity of their game (continued sales - just look at DayZ, a mod that gave them literally millions of buyers). With tools like the steam workshop it seems like a no-brainer.
