I am also having this issue, this used to work on the same computer on Vista, just not on Windows 7 Ultimate. I've installed all the new drivers etc.

Windows Dir: C:\Windows

DirectX Version: DirectX 11

Chip type: Mobile Intel® 4 Series Express Chipset Family (Yes, I know, buy nvidia)

Try and disable one of the processors. KotOR works best on single processor PCs.
