The dialouge is skipping entire conversations and bits and pieces of others. The game is also skipping entire cinematic seens. My xbox is a launch and hasn't given me any problems. What i want to know is it possible its the disk or am i screwed? I don't want to waste a trip back to gamestop.

Well, looking at all the other bugs here, and knoing that the bug I have didn't get fixed by a new disk, and that my xbox is 100% OK, I'd say you pretty much got screwed by Obsidian like all of us.
