I face the same problem. I have all of the ingredients, but the clipper tool remains locked. It says "Unlock lower tier to see requirements", but there is no lower tier.

Have you been able to find a way to progress?

i am still stuck with the same issue even after the last update.

Any pointers if you did get it resolved?

No, unfortunately not. Obsidian support asked for my save files, but they haven't resolved it yet. The recent update also made no difference for me.

@Scewered , I found the answer: I had the "LongerDays" mod installed. I upgraded it, and I can now purchase the clipper tool. If you have any mods installed, try removing/upgrading them.

Brilliant, i had the longer days mod installed. removing it, fixed the issue.
