I can't call this a game bug, because for all I know this is intentional behavior.

But it is bad behavior!

I attempted to remove a character from a party. Instead, I managed to delete the character. I tried to cancel the change to the party and go back to the main menu; the character was still deleted.

Deleting a character should not be a trivial thing without a warning / double check.
