Upon loading after repairing the water leaks ( faucet location inside brick wall and inside sour factory ) they are repairable again

After repairing the water leaks using the repair tool, the two aforementioned locations have leaks again and can be repaired again.

Not sure if this created the bug where I can't progress beyond ' the archive ' mission, but its there.
