BUG? Easily Distracted at Level 20

I just hit level 20 on the game. I have had the flaw Easily Distracted since around level 9. 

Every level so far I have gained 3 skill points to distribute. But I hit level 20 and now only have 2 skill points?

Is this a bug or does easily distracted only work until level 19?

Configure browser push notifications
Chrome (Android)

  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
