Currently stuck on the quest . After completing both faction quests . I don’t have access to the elevator to go speak to auntie and have both parties come to an agreement. I already spoke to Ruth . Does anyone know how to fix this?

This seems to be a relatively common bug. I think it happens if you do the Archive on your own before doing the quests to get the factions on your side.
