Cannot progress story

Online save file created on day one, game has 47 days of gameplay, cannot progress the story mission Wait, There's More!. The 'Hack all remaining O.R.C. Transmitters found on your map screen.' objective cannot be fulfilled. The world map shows I have discovered all 4 transmitter locations and they have been activated. Walking up to any transmitter shown no prompts, and the O.R.C. mixer is still locked.
