A Way Back to the Light won't complete even though i've spoken to Coulter multiple times

A Way Back to the Light is the one under the Archive where the Order Provost Coulter wants the lifts reactivated. I have them reactivated and I've been back to tell him twice now, even used the lift to go up and sign off on An Equitable Arrangement with Bishop Ruth, and yet it stays on my Task list. Every time I talk to him it seems to revert to earlier converstations - "Congratulations on your determinative victory" because his soldiers helped take the start of Cold Storage. I can't get him to move past that whenever I initiate conversation with him.
