At the step of "Return to Ruth".  At the quest marker location.  Pic - https://postimg.cc/grMJHjWC  Ruth is not available for turn in.

Things that have not solved this bug:

Reloading an older save

redoing the quest form an older save

restarting the game

Uninstalling / reinstalling the game 

Doing the Steam revalidate files thing

I had the same bug. Ruth is in the room in the center, where you first meet her. Just go there, talk to her, and finish the quest.

Configure browser push notifications
