Stuck on Explore Vox Relay Quest. Cant Proceed

Took the rapitdon route, found the hidden terminal etc, ensured vox relay doesnt hit fairfield. But now go outside, everything is locked. and i still have the "explore vox relay quest" active. Go down lift and get blown away by NPC's.
