An Equitable Arrangement - Quest Bugged

Having an issue in the quest An Equitable Arrangement.

 

Finished the Aunty portion first and after finishing the quests required to be able to talk to Ruth at The Order's HQ, there is no option for me to talk to her about an alliance, even though their diplomat was right outside the door saying I should bring it up with her. 

The only thing I can do is accept a quest to steal some crystals from an Aunty's facility which immediately puts me in a full negative reputation bar with them and cancels the peace quest.

Not sure how to proceed without this completely messing up of the quest.

Just found out what happened here. Turns out, if you take the archive solo / don't choose the "make allies" option, you get locked into that choice. Now I have to start the whole game over if I want to negotiate. I would highly recommend that the devs do something to make it more obvious. There was absolutely 0 indicated before or after that it wouldn't allow it. At the very least get rid of the negotiation quest if you're not going to let us complete it.
